Cleats are used on External Halyard flagpoles as an anchoring location for the Rope Halyard.

Cleat Mounting Adapter
The Cleat Mounting Adapter is designed for use on existing light poles. It can be permanently mounted with screws (provided) or mounted with hose clamps (by others) for damage-free or temporary Cleat mounting.
Cleat Mounting Adapter also used with the Side Mount Truck Kits.
